Way back in 1947, tha Albay Provincial Government offerd an establishment of an extension of the Albay High School Legaspi in Oas. Mayor Ternistocles Raguero refused the offer as might affect the operation of RISCO Academy, now Saint Michael Academy. When it was offered to Polangui, Mayor Jesus Salalima accepted the challenge, hence the Birth of Albay High School Polangui, now Polangui General Comprehensive High School (PGCHS). The preceding premises propelled the idea of organizing an extension of the PGCHS in Oas.
Two decades after, ith has been observed that high school education was getting costly in 1968, twenty-one years later, the town of Oas realized the blunder committed by the local administration and it clamored to have a public school in town. Mr. Victoriano A. Torres, a resident of the town and a teacher at PGCHS, relayed the desire of the community to Mrs. Aurora R. Encisa, the principal of PGCHS. Mrs. Encisa approved the idea and committed to act favorably on all papers that would pass her office.
Survey letter of the first year entrants for SY 1972-1973 and Endorsement Resolutions to the poblacion barangay councils were prepared. These papers were favorably considered by the municipal council headed by the Municipal Mayor Marcial Ras Bustamante and was endorsed the papers to the Department of Education and culture. In June 1972 the application to organize the extension of PGCHS in Oas was approved.
Mr. Luis T. Tayo, the Superintendent during that time, authorized enrolment in July 1972. The first year class of 55 students was housed in one of the dilapidated rooms of Oas North Central School since most of the classrooms were destroyed by a strong typhoon.
Nine years after, enrolment increased to 666 students composed of 12 sections. Twelve teachers from Oas teaching at PGCHS were grounded.
In 1981-1992, the school was converted into a municipal high school adopting the name of Oas Polytechnic School as suggested by Mrs. Aurora R. Encisa. As approved by DECS Region V, conversion was gradual; one curriculum year level every school year up to SY 1983-1984. PGCHS teachers drew their salaries from the mother high school, while OPS teachers from the municipal government. The school was continuously headed and administered by Mr. Torres, the pioneer teachers under the supervision of the principal of PGCHS. In 1984-1985, the first graduation of OPS was held at the Oas Social Pavilion. During this year, Oas Polytechnic School became fully independent in administration and funding. Funds were entrusted in Oas Municipal Treasurer’s Office.
In 1990-1991, extension school was opened at Tobgon, Oas, Albay. Mrs. Hermila Arnesto was assigned as Teacher-in-Charge. Following school year, another extension was opened at San Juan headed by Mrs. Bernadette Olarte. These two extension schools continue to grow in terms of students, faculty members and physical facilities. Likewise, the number of classrooms in OPS increased in every year. DECS bulidings, ESF building and SEDP buildings were constructed and during the administration of Mrs. Bernardita Asanza, a 2-room concrete building was constructed through Congressman Al Francis Bichara.
The school is now in its permanent site of 3.27 hectares which was donated by the municipal government through Ex-Mayor Marcial Ras Bustamante by virtue of Sangguniang Bayan Resolution No. 17, s. 1985 to DECS, represented by Mr. Jose R. Ravalo, Albay Shools Division Superintendent on July 15, 1985.
Throughout its existence, the school has been administered by Mr. Torres. Upon opening in 1972, he was assigned as Teacher-In-Charge. Then he was appointed a Head Teacher II in 1981 when the school was converted into a municipal high school and became fully independent. He remained as the Head Teacher until he retired from service on July 24, 1993.
The first Faculty members to be with OPS are Miss Cielo P. Cello, Now Mrs. Cielo C. de la Torre in 1981 and Mr. Estanislao R. Rebanal, Jr., a transferee from Paulba Barangay High School to OPS. IN 1982, Mrs Margarita Giner entered the service on June 21, 1982 and the late Mrs Nelia Pecundo. In June 1983, Mr. Salvador Requintina from PGCHS transferred to OPS, followed by Mrs. Teresa Plandor, Mrs. Zenaida Bustamante, and Mrs. Aurora Torres Candelaria (one of the pioneer students of PGCHS Oas Extension).
Since the retirement of Mr. Victoriano Torres as HT-III on July 24, 1993, there were several secondary school heads who took charge of OPS namely “(1) Mr. Virgilio T. Navarro, HT-III from July 27, 1993 to September 14, 1994; (2) Mrs. Carmelita A. Sinson, SSP-I from September 15, 1994 to December 17, 1995; (3) Mrs. Victoria M.
